SUMMARY:
Responsible for the overall direction, coordination, and evaluation of Finance in accordance with the organization's policies and applicable laws.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Responsible for overall financial operations, including development and maintenance of annual school system budget and cafeteria budget and long-range financial projections.
• Administer the business affairs of the division in such a way as to provide the best possible educational services with the financial resources available.
• Direct the financial affairs of Scott County Schools.
• Ensure the integrity and reliability of the system’s financial systems and compliance with regulatory rules governing the administration of the system’s functions.
• Implement, maintain, and monitor related internal controls for all financial operations.
• Develop internal controls designed to help safeguard the assets of Scott County Schools.
• Ensures compliance with federal, state, and local Board policies and procedures as it pertains to financial and operational functions in the schools and ancillary departments.
• Assist the Superintendent and staff to analyze financial and employee issues and develop solutions to problems which ultimately improve daily operations.
• Participates with county and state organizations in staying abreast of finance reform, policies and other district-related issues.
• Coordinate accounting procedures with the county accounting department.
• Prepares and oversees the preparation of financial reports. Ensures that report formats meet all State, local and county reporting requirements.
• Attend school board meetings as needed and prepare such reports as requested by the Superintendent.
• Responsible for researching, writing, and submitting persuasive proposals to secure grant funding from government agencies, private foundations, and corporations on behalf of an organization.
• Perform other duties and responsibilities as assigned by the Superintendent.
• Maintains licensure at the state and/or national level; assumes responsibility for professional growth and keeps skills up-to-date;
• Complies with and supports school and division regulations and policies;
• Models non-discriminatory practices in all activities;
• Other duties as assigned in accordance with the county’s policies, practices and deemed necessary by the Superintendent.
KNOWLEDGE, SKILLS, AND ABILITIES
Candidate must possess strong organizational skills. Frequent operation of office equipment is required. Candidate must possess leadership qualities and personal characteristics necessary for working effectively with school personnel, administrators, and other adults. Candidate must possess good moral character. Ability to establish and maintain standards of behavior; ability to deliver articulate oral presentations and written reports; ability to establish and maintain effective working relationships with the central office staff, school administrators and staff, students, parents, and community members.
Ability to read, analyze and interpret policies, laws, and regulations. Employee should have the ability to write reports, to compose correspondence, and to develop written policy and procedures. Also, the employee should have the ability to effectively present information and respond to questions from audiences, supervisors, and the school board.
EDUCATION AND/OR EXPERIENCE:
Requires a B.S degree in Accounting/Finance, supplemented by five (5) years previous experience that includes progressively responsible financial management involving employment laws, governmental accounting, auditing, budget administration, general management, or any equivalent combination of education, training, and experience which demonstrates the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid Certified Public Accountant (CPA) certification. Strongly prefer related Master’s degree with knowledge of governmental fund accounting; GASB; GAAP

Duties performed typically in the central office, schools, and local businesses. Frequent walking, stooping, standing, lifting, up to approximately 15 pounds may be required, and occasional lifting of equipment and/or materials weighing up to approximately 25 pounds may be required. Other limited physical activities are required. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise and hazards.
Occasional operation of automated computer office equipment is required. Frequent travel to school sites throughout the County and occasional state wide or regional travel is required. Attendance to meetings outside the normal duty hours is frequently required. Regular involvement made with principals and teachers throughout the School Division. Contacts with School Board members, Advisory Councils, faculties and students, parents and the general public, are regularly required.

Performance on this job will be evaluated in accordance with school board policy and administrative regulations on evaluation of personnel.
